Sampling manual overlays without drowning in worksheets

Manual overlays are where judgment hides in regulatory reporting applications. Here is a sampling approach that stays proportionate.

Full substantive testing of every overlay is rarely possible inside a filing window. For financial audit work on regulatory reporting applications, we risk-weight overlays instead of counting cells.

A workable sequence

  1. List overlays above a monetary or percentage threshold.
  2. Tag those that change classification, not only amounts.
  3. Sample all classification changers; sample amounts on a rotating basis.
  4. Trace each selected overlay to an approval and a source.
  5. Expand only within the schedule that failed.

Conversation to have early

Ask preparers which overlays they would least want a supervisor to question. That shortlist often outperforms a random draw from hundreds of lines — then verify it with independent selection so you are not only testing what the team already fears.
